Sergei Vinogradov

Vinogradov.JPGDr. Sergei Vinogradov (LL.B., Ph.D. Moscow) is a Senior Lecturer at the Centre for Energy, Petroleum and Mineral Law and Policy, University of Dundee, Scotland, UK. He is a Director of the LLM Programme at CEPMLP.

He has been involved in post-graduate teaching and supervision in the MSc programme in Environmental Studies at the Oxford University (UK), PhD programme of the Kazakh National University (Almaty), as well as in the LLM programme of the Institute of European Studies and MBA programme in oil and gas of the MGIMO-University of the MFA of the Russian Federation (Moscow).  

His main areas of expertise include international environmental law, law of natural resources, transboundary watercourses, and the law of the sea. He is a member of the International Council of Environmental Law and Commission on Environmental Law of the IUCN/World Conservation Union. Dr. Vinogradov has published extensively on the issues of transboundary watercourses, environmental regulation of petroleum activities, cross-border pipelines, and protection of the marine environment. He has been involved in numerous international projects and activities. Dr. Vinogradov has acted as a legal consultant to the Energy Charter Secretariat (working on the draft Transit Protocol to the Energy Charter Treaty), UNEP (drafting land-based pollution protocols to the Black Sea and Caspian Sea conventions), UN ECE and OSCE (drafting international agreements for the Dniester, Daugava, Neman, Aras-Kura and the Aral Sea basins), UNDP/GEF and UNESCO. He provided legal advice to the Mekong River Commission, International Fund for the Aral Sea, World Bank, governments of Kazakhstan, Namibia, Mozambique, Zambia, Nigeria, and various international development agencies.
