hristian Bugge (69) is Professor of Environmental Law at the Department of Public and International Law, Faculty of Law, University of Oslo. He holds a doctorate in regional planning and economics from the University of Paris II (Doctorat de spécialité) (1972) and a dr.juris from Oslo University with a thesis on the responsibility for pollution in Norwegian law (1998).
His present research and teaching, including supervision of PhD and master students, relates to national, EU and international environmental and natural resources law. He is the leader of the Research Group in Natural Resources Law at the Faculty, which covers national and international environmental law, energy law, property law and indigenous law.
Before he became an academic lawyer in 1991, he held various senior positions in Norway's Ministry of Environment from 1972 to 1982, such as Head of Division for Organization and International Affairs, Deputy Director of the Department for Pollution Control, Director General of Norway’s Pollution Control Authority, and Director General of the Department for Urban and Regional Planning. During these years he participated broadly in international cooperation and negotiations in the field of environmental law and policy within Nordic, regional, OECD and United Nations organs.
He has also worked extensively with development and third world issues. He served as State Secretary for Development Cooperation 1986-87, and as personal advisor to Norway’s prime minister Mrs. Gro Harlem Brundtland in her work as chair of the World Commission on Environment and Development.
