VI. Telecommunications

The requirements for the communication between the local offices, regional/cantonal offices and central offices (Geodetic Administrations) are available and reliable connections and sufficient speed rates.

For connections from each of the local offices, regional/cantonal offices and central administration offices, the minimum required capacity is 64 Kbit/s.  The minimum required capacity on the central sides (Geodetic Administrations) is 256 Kbit/s.

VII. Data base management system

The data base management system should be a relational or object-relational data base system with the following characteristics:

  • Spatial data management

  • Advanced data  replication

  • Handling a large transaction volume of data

A local representative for the chosen data base management system is required to be present in BiH for support purposes.

VIII. GIS

The geo-information system software should be OpenGIS conform, with the following characteristics:

  • Data capture and edit

  • Seamless/sheetless data base support

  • Topological checking and analysis

  • ODBC/JDBC interface

  • Spatial queries and analysis

  • Version/long transaction management

A local representative for the chosen GIS is required to be present in the Bosnia and Herzegovina for support purposes.

IX. Web-based mapping software

The Web-based mapping software should have the following characteristics:

  • an OpenGIS-based solution

  • direct read all relevant GIS data formats (MGE, Arc/Info, MicroStation, Oracle SC, Access, AutoCAD, MapInfo and SQL Server) without translation

  • distribution of  GIS information with vector-based smart maps

  • live connecting to more spatial data bases

  • OpenGIS conform spatial queries

  • continuous support for raster data (ortophoto basemap underlying vector data)

  • multiple raster data source should be combined  in a single view

A local representative for the chosen GIS is required to be present in the Bosnia and Herzegovina for support purposes.

X. Development tools

There is raising competition from the Internet technology today, and we propose the following  environment for development of the application software:

MS Explorer or Netscape browser with one of the following developing tools: Java, JBuilder, JDeveloper, Visual Studio etc.

There are also several development CASE-tools available (Rational Rose, Together/J, etc.), which can provide support for the analysis, design, and implementation of project as well as for integration of different system development phases.
