CRPC
has been able to build up an infrastructure and body of personnel
that can assure the viability of its operations and serve claimants
in the most effective and timely way. The CRPC regional offices
in particular provide a model of capacity building. Staffed entirely
by local personnel, the regional offices are run by a Head of Office
supported by a Legal Advisor, with operations supervised by the
Executive Office management in Sarajevo. There is ongoing legal
training for on-site lawyers, technical training for the data entry
clerks working with CRPC's claims software system, and promotion
of management skills in the senior office staff. Further, the regional
office network facilitates and demands co-operation between ethnicities:
the staff for regional offices, who represent a cross-section of
each ethnic group in BiH, meet monthly to discuss issues of procedure
and administration, including burden-sharing between locations and
co-operative solutions for common problems. In this sense, the CRPC
is building a sustainable structure for efficient and equitable
property claims collection that also ensures collaboration between
ethnic groups and cultivation of professional and technical skills.
CRPC has approximately 320 staff working in the Executive Office
in Sarajevo and in a network of regional offices. In BiH CRPC has
offices in Sarajevo, Mostar, Brcko, Banja Luka, Tuzla, and Bihac.
In Yugoslavia CRPC works out of Belgrade, Novi Sad and Pozega. In
Croatia, claims can be filed in Zagreb and Slavonski Brod. CRPC
staff also work in mobile outreach teams to reach more isolated
areas.
