I. Cost estimation for finalising the new survey for the remaining 8-10% of the territory

Since 1951, 92% of parcels in BiH have been numerically surveyed (new survey), and the costs for the remaining 8% are estimated at 65 million KM.

II. Preparatory steps for Public Disclosure

Out of 3165 cadastre municipalities, the real property cadastre has been implemented in about 600,[3] representing approximately 1,200,000 plots. Therefore, the number of plots which need to be part of the preparatory steps and the disclosure process is about 8,800,000.

Looking at past experience in establishing the real property cadastre (Visoko, Banja Luka, Konjic…)[4], and looking at what public disclosure activities need to be accomplished, one can state the following:

  • On the basis of 6 decisions on private property per day, and 220 working days per year, annually, a commission can issue about 1,320 decisions per year. Each decision will relate on average to 6 parcels, therefore a commission will deal with about 7920 parcels per year. In addition, the 260,000 apartments with occupancy rights will be privatised, and will need to be registered for the first time. About 10 decisions on registration of privatised apartments could occur per day, producing 2200 decisions per year.  

  • In order to deal with all 8,800,000 outstanding parcels, and all 260,000 apartments with occupancy rights, the total cost for commissions would be 175,300,000 KM.

IV. Other costs associated with the establishment of the Real Property Cadastre

In addition to the costs related to the public disclosure process, an additional 9 KM per parcel would need to be allocated for updating the survey if and where required (these costs would be higher in urban centres, less in rural areas), adding an additional 79.2 million to the costs for updating of the Real Property Cadastre.

For all 10,000.000 plots, (given that very minimal digitalisation has occurred to date – only parts of Visoko municipality and parts of municipalities within the RS), costs are estimated at 100 million KM.
